Incorporated as a 501(c)3 nonprofit organization, Madison Ice Inc. (MII), assumed ownership of Madison Ice Arena (MIA) and Hartmeyer Ice Arena (HIA) from the City of Madison in 2004. Since 2010, MII has invested nearly $5 million into facility renovations, upgrades, and improvements. MII’s facilities are home to several youth, high school, and adult hockey teams and leagues, singles figure skating, adaptive skating and sled hockey programs, and numerous community events and fundraisers. Additionally, MII has also built and grown a full and thriving skating school and manages several nationally qualifying synchronized figure skating teams.

Laura Franzen-Elmer
DIRECTOR (2015), PRESIDENT
Laura is passionate about the stability and improvement at both ice rinks in Madison as a community service for both the West and East side in need of maintaining access to youth hockey, high school hockey, figure skating, sled hockey, Learn-to-skate, synchronized skating, adaptive programs, etc. Laura has been actively involved with the rinks for the past 19 years with multiple children involved in figure skating, youth hockey and high school hockey. Professionally, Laura is a Director of Global IT Systems for a Fortune 500 company providing financial technology services worldwide.

Jessica Hermsen
DIRECTOR (2024), SECRETARY
Jessica has a consulting practice focused on organization development, change management, and executive communications. When Jessica isn’t working or driving her kids to the ice rink, she’s volunteering with several organizations including the East Madison Ice Collective (EMIC), Figure Skating Club of Madison, and Madison Community Montessori School providing communications, marketing & fundraising support. The Hermsens also host exchange students who happen to skate!

Rachel Neill
DIRECTOR (2024)
Rachel Neill is co-founder of Carex Consulting Group and Figgy Play. Rachel has extensive experience in building teams, raising capital and driving start-ups. Rachel grew up figure skating and credits the sport with providing her with drive and determination. Her daughter Pippa also shares a love for the sport and you can find her boys, Steven, Gavin and Ben playing ice hockey, as Rachel and her husband cheer them on!

Jesse Sondel
DIRECTOR (2024)
Jesse grew up in Madison playing hockey at MIA in the 1980’s and 1990’s. Jesse has kids in the Polar Caps and the Madison Metro Lynx High School Programs.

Chad Brown
DIRECTOR (2025)
Chad Brown is the CFO of Trek Bicycle, where he has worked since 2011. He currently serves on the West Madison Polar Caps Coaching Committee and has been active in coaching his son’s teams. Chad, his wife, and son live in Fitchburg and are usually on local mountain bike trails when they aren’t at the ice rink.

Adam Northrop
DIRECTOR (2026)
Adam is the Vice President of Professional Services for Oxford Global Resources where he has worked for over 20 years. Adam is married with a college age daughter and middle school son. His son is a competitive figure skater, with the majority of his training being held at MIA, and is a member of the Figure Skating Club of Madison. Adam brings to the board his extensive experience building and leading global teams, managing P&L, raising capital, along with developing and executing complex business strategies.

Joey Frayne
DIRECTOR (2025) - User Group Representative (Polar Caps Youth Hockey)
Joey Frayne grew up playing hockey and lives on the west side of Madison with his wife and two daughters who are active hockey players with the West Madison Polar Caps. Joey has served on the Polar Caps board and coached the West Madison Polar Caps since 2017 and now serves as President. Joey is a Technology Investment Manager at Wisconsin Economic Development where he works with early stage technology companies on their capital needs along with managing WEDC's Technology Development Loan venture debt fund.

Sara Withrow
DIRECTOR (2025) - User Group Representative (Figure Skating Club of Madison)
Sara Withrow has been involved at MII/MIA in some fashion for the last 18 years. Her children have skated with Polar Caps youth hockey, Figure Skating Club of Madison, West High School Hockey, Madison Ice Diamonds and Wisconsin Inspire. Sara has served on the Polar Caps board and is currently a member of the FSCM board. Sara also worked at MII as the events coordinator and office manager for seven years. Currently, she is a civil engineer working for Findorff.
